July 22, 2010, Waxman and Rush, House Committee on Energy and Commerce, released HR 5820 to Amend TSCA, referred to as the Toxic Chemicals Safety Act. Chock full of extraordinary new requirements for industry reporting and EPA action, the bill is unlikely to pass this year.  Get copies of the bill and summaries here.

Most of the controversial requirements (minimum data set, industry proving "safety," disclosure, use inventory, safety standards basesd on a "reasonable certainty of no harm") appear unchanged from the draft released in April, assuring continued heated debate from industry.

The bill is not expected to come to vote this year.

I'll be reviewing the bill shortly.
