The Senate did it:  passed the massive rewrite of TSCA known as the Frank R. Lautenberg Chemical Safety for the 21st Century Act, S. 697, December 17, 2015.

Now all they have to do is reconcile it with the House passed TSCA Modernization Act, HR 2576.
