EPA has issued a final Significant New Use Rule (SNUR) on HBCD (Hexabromocyclododecane and 1, 2,5,6,9,10- Hexabromocyclododecane) for use in consumer textiles - with the exception of  use in textiles in motor vehicles (which is not a "new" use).  This is one of those SNURs for absandoned uses to prevent resumption of unwanted uses without EPA approval.  However, importers of any kind of textiles with HBCD have to submit a SNU notice (because no one commented that they were still using it?).  Import of other (non-textile) articles with HBCD is exempt from the SNUR.

Export notification under section 12(b) is triggered for any chemical or mixtures with >1% HBCD; articles are exempt.
