The Congressional Research Service has released a comparison of the current Toxic Substances Control Act, the last Lautenberg Safe Chemical Act S.696, and the Lautenberg-Vitter Chemical Safety Improvement Act S.1009 here.
Makes pretty clear what a complicated and over-reaching bill S.696 is. But Senator Boxer likes it.
