ECHA does look at dossiers submitted under REACH for completeness and for additional information.     If ECHA wants more data, you are obligated to provide it by the deadline that they set.  The new information that is received by the registrant is updated on line and provided to the the member states for possible action to restrict the chemical.  While you can challenge the request or their conclusion, you might not win (example).  A new fact sheet is available describing this process: here.
